No. 3-1/2020-P&P-I       Th Staff  Selectio Commissiowill conduct aopen competitive examinatiofor recruitment to the posts of Constable (General Duty) in Border Security Force (BSF), Central Industrial Security Force (CISF), Indo Tibetan Border Police (ITBP), Sashastra Seema Bal (SSB), Secretariat Security Force (SSF) and Rifleman (General Duty) in Assam Rifles (AR) as per the Recruitment Scheme formulated by the Ministry of Home Affairs (MHA) and as per the Memorandum of Understanding signed between Ministry of Home Affairs and the Staff Selection Commission.  The recruitment process will consist of Computer Based Examination (CBE), Physical Efficiency Test (PET), Physical Standard Test (PST), Medical Examination, and Document Verification.   The salient features of the recruitmenare aunder:

 

1.1     The Examination will be advertised by SSC based on vacancies intimateby MHA.

 

1.2     Applications wilbe accepted through online mode only.


1.3     Computer Based Examination (CBE) will be conducted by the Commissioonly in English and Hindi.

 

1.4     Physical Efficiency Test (PET)/ Physical Standard Test (PST)/ DetaileMedical Examination (DME)/ RevieMedical Examination (RME) will be scheduled and conducted by the CAPFs.

 

1.5     Collection of required eligibility certificates/ documents from the candidateand their verification will be carried out at the time of DetaileMedical Examination (DME) by the CAPFs.

 

1.6     Vacancieo Constable  (GD in  SSF  will bfilled on An Indian basis whereas vacancies in all other CAPFs will be filled as per the vacancies available in various States/ UTs. In additionvacancies are earmarked for the Border Guarding Districts and Militancy/ Naxaaffected Districtwhicare reserved for the candidateof these districts only.

 

1.7     The list containinnameo Border  Guarding  Districts an Militancy/ Naxaaffected Districts are available a Annexure-X an Annexure-XI.

 

1.8     Final result along with force allocation will be declared by the Commissiobased on the performance of candidates in the Computer Based Examination subject to  their qualifying th Physical  Standard  Test, Physical Efficiency Test, Medical Examination, and other conditions stipulated in the Notice of Examination.

 

1.9     Court cases/ RTI/ Public Grievances relating to Notice of Examination, the conduct of Computer Based Examination, preparation of merit list and force allocation of selected candidates will be handled by SSC and those relating to all other issuenamely schemof examination, vacancies, the conduct of PET/ PST, DME/ RME, Document Verification, etc. will bhandled by coordinating CAPFs/ MHA.

 

1.10   Admit Card for any stage of examination will not be sent by Post. Facility for download of Admit Cards will be provided at the websites of Regional Offices of the Commission as well as on the website of CRPF i.ehttp://www.crpf.gov.in. Candidateare advised to regularly visit thwebsites of the Commission i.e https://www.ssc.nic.in, Regional Office concerned, and the Nodal CAPF i.e. CRPF for updates on the examinatioprocess and download of Admit Cards for each stage of examination.

3.1     The vacancies are Tentative. Any change in the number of vacancies will be intimated through the website of the Commission.

 

3.2     10% vacancies are earmarked for Ex-servicemen (ESM). If suitable ESM candidateare not available, vacancies reserved for ESM will be filled bnon-ESM candidateof respective categories.

 

3.3    As the vacancies in CAPFs have been earmarked States/ UT-wise, candidateare required to submit Domicile/ Permanent Residential Certificate of the State/ UT indicated by them in the online Application Form at the time of DME/ Documents Verification failing which his/her candidature wilbcanceled forthwith and the candidatwilnoballowed to appear in the Detailed Medical Examination. If a candidatproduces Domicile/ Permanent Resident Certificate (PRC) issued by a State other than the State mentioned in his/ her application, he/ she shall not be allowed to change the State at the time of Document Verificatioanhis/ her candidature shall be canceled straight away. Therefore Candidateshould fill out the Application Form very carefully.

 

3.4     Candidateselected for appointment are liable to serve anywhere in India.

 

3.5     The appointment of candidateafter selection is subject to the availability of seats in training facilities of various CAPFs. As such, candidates may be appointed in phases in accordance with the availability of training space The Joininand in-service issues, seniority, training, etc will be regulated in accordance with the rules and regulations of variouOrganizations.

 

4    Nationality/ Citizenship: The candidate must be a citizen of India. Vacancies are state/ UT wise hence a candidate must submit domicile/ PRC against his state/ UT.

 

5     Age Limit: 18-23 years as of 01.08.2021. Candidates should not have beeborn earlier than 02.08.1998 and latethan 01.08.2003.

5.2     Date of Birth filled by the candidate in the online application form and the same recorded in the Matriculation/ Secondary Examination Certificate wilbe accepted by the Commissiofor determining the age and no subsequent request for change wilbe considered ogranted.

 

5.3     Ex-Servicemen (ESM) who have already secured employment on the civil side under the Government on regular basis afteavailing of the benefits of reservation given to ex-servicemefor their re-employmenare noeligible for reservation in the ESM category and fee concession. However, he caavail the benefit of reservation as an ex-serviceman for subsequenemployment if he immediately after joining civil employment, has given self-declaration/ undertaking to the concerned employer about the date-wise details of applications for various vacancies for which he haappliebefore joining the initial civil employment as mentioned in the OM No.36034/1/2014-Estt (Res) dated 14th August 2014 issued by DoP&T.

 

5.4     The period of "Call up Service" of an Ex-Serviceman in the Armed Forces shall also be treated as service rendered in the Armed Forces for thpurpose of age relaxation.

 

5.5     For any serviceman of the three Armed Forces of the Union to be treateas Ex-Serviceman for the purpose of securing the benefits of reservationhmust have alreadacquired, at the relevant time of submitting his application for the Post/ Service, the status of ex-serviceman or is in position to establish his acquired entitlement by documentary evidence from the competent authority thahe would complete a specified term oengagement with the Armed Forces within the stipulated period of onyeafrom the closing date of receipt of applications. Such candidatemusalso acquire the statuof an ex-serviceman within the stipulated periooone yeafrom the closing date of receipt of applications. The decision on the issue of eligibility of ex-servicemen shall be governed by the decision taken by the DoP&T on the judgment of Hon’ble Delhi High Court iWrit Petition (C) No. 520/2020 dated 01.12.2020.

 

5.6      Explanation An 'ex-serviceman' means a person:

 

5.6. Who has served in any ranwhether as a combatant or non-combatant in the Regular Army, Navy, or Air Force of the Indian Union, and

 

a.  who either has been retired or relieved or discharged from such service whether at his own request obeing relieved by themployer afteearning his oher pension; or

 

b.  who has been relieved from such service on medical groundattributable to military service or circumstances beyond his control and awarded medical or another disability pension; or

 

c.  who has been released from such service as a result of a reduction in establishment;

or

5.6. Whhas been released from such service after completing the specific period o engagement, otherwise than at his own request, or by waodismissal, or discharge on account of misconduct or inefficiency anhas been given a gratuity; and includepersonneof the Territorial Army, namely, pension holders for continuous embodied service obroken spellof qualifying service;

or

5.6. Personnel of the Army Postal Service who are part of Regular Armand retired from the Army Postal Service without reversion to their parent service with the pension, oare released from the Army Postal service on medical grounds attributable to or aggravated bmilitary service or circumstance beyond their control and awarded medical oother disability pensions;

or

5.6. Personnel, who were on deputation in Army Postal Service for more than six month prior to the 14th Apri1987;

or

5.6. Gallantry award winners of the Armed forces including personnel of

Territorial Army;

or

5.6.6  Ex-recruits boarded out or relieved on medical ground and grantemedicadisability pension.

 

5.7     Thpersons serving in the Armed Forceof the Unionwho is on retiremenfrom service, would come under the category of ex-serviceman will be permitted to apply for re-employment one year before the completion of the specified term of engagement and avail themselves of all concessionavailable to ex-servicemebut shall not be permitted to leave the uniform until they complete the specified term of engagement in the Armed Forceof the Union.

 

5.8     Age concession/ reservation is not admissible to sons, daughters, andependents of ex-servicemenTherefore such candidates should not indicate their category aex-servicemen.
